Programme Implementation Plan (PIP)

The PIP is the foundation of the TOX247 Workplace Substance Management Programme (WSMP), embedded within Corporate Governance (CG). CG encompasses the Policies, Processes, Practices, and Procedures (4Ps) that guide a company’s compliance and decision-making. The PIP ensures structured development and communication of workplace substance policies, including identifying key personnel, employee communication strategies, launching the Employee Assistance Programme (EAP), implementing testing procedures, and finalising policies. It also covers practitioner training, stocking necessary materials, and ensuring proper consent protocols for sample collection—creating a compliant, transparent, and effective workplace substance management system.

Employee Assistance Programme (EAP)

The EAP in workplace substance management ensures employees meet legal fitness-for-work requirements. It assesses suitability for intervention, reviews medical history, analyses substance use, and evaluates integrity issues. Based on findings, employees are either excluded or enrolled in a company-sponsored EAP, where a treatment plan is developed with four possible outcomes: phased return, reassignment, full return, or a not fit for purpose decision. TOX247’s EAP helps employers uphold legal and insurance obligations, ensuring workplace safety and compliance.

Substance & Alcohol Management Policy (SAMP)

The SAMP is a critical part of the TOX247 Workplace Substance Management Programme (WSMP), ensuring employees meet their legal duty to be fit for work. Without it, enforcing standards and gathering legally defensible evidence becomes difficult. Many companies mistake having a policy for having a full programme—yet TOX247 has found over 4,000 policies unfit for purpose, some even illegal. The SAMP protects company officers from legal liability, sets clear standards, and defines consequences for breaches. It also manages non-compliance and strengthens workplace substance management in legal proceedings. TOX247 provides expert guidance to develop a robust, enforceable SAMP tailored to your needs.

Programme of Testing & Analysis (PoTA)

Workplace substance management must move away from outdated and incorrect terminology. Terms like 'test mediums,' 'presumptive positive,' and 'chain of custody' are misleading and not legally defensible. Instead, TOX247 emphasises precise language: 'sample mediums,' 'testing or sample analysis,' 'due diligence devices,' and 'evidence continuity.' Every workplace sample collection is an investigation requiring proper documentation and consent. TOX247 replaces the flawed 'Chain of Custody Form' with the legally sound 'Sample Collection Consent Form' (SCCF), ensuring clear, defensible procedures for both unconfirmed and confirmed toxicology results.

10 reasons why a WSMP is not a workplace healthcare discipline:

  1. Criminal & Civil legislations, Statutory obligations.

  2. Terms & Conditions of employment and Statutory requirements.

  3. The legal duty of an employee to be fit for work.

  4. Corporate Governance (CG) and the manner in which the company makes formal decisions.

  5. Culpability and responsibility within CG.

  6. The two levels of toxicology regarding different applications for best evidence.

  7. The windows of detection that respond to burdens of proof.

  8. Insurance obligations, especially regarding fair representation on to the insurer.

  9. Pre-employment protocols and the WSMP.

  10. Employee extraction protocols within employment law.
